OHPM is a non- political, non partisan, nonprofit and independent organization founded in 2010.
The organization was registered with the NGOs department of the Ministry of Economy of the Islamic
Republic of Afghanistan in the year 2010 with the registration #1865.
OHPM is a joint mission of experienced public health specialists, trainers, volunteers and researchers
who have been working in technical and managerial positions with national and international NGOs and
Charity providers since more than a decade. Owing the opportunity; the members having appropriate experience,
dedication and voluntarism have gathered to professionally contribute to the health and development systems
and to achieve more sustainable results. Thus, the core staff of OHPM has over ten years of successful experience
of being directly involved in developing different policies in the areas of health, education and development
, designing and implementing service delivery projects (BPHS, EPHS, MPHS, SPHS, CME, Primary and higher education,
Literacy programs, youth awareness and development, improving agriculture and horticulture programs, Water &
Sanitation and Hygiene, Nutrition, National Solidarity Programs, emergency response actions ,and disaster risk
reduction training and
coordination of different humanitarian Aids), designing and conducting professional tasks
( Supervision, Monitoring, Evaluation, and Researches), producing monthly, quarterly, annual, end of project
and ad-ho reports, and presenting the results of the aforementioned programs at the community, organizational,
national and international levels.
OHPM is established to serve as the national advocate for high quality and evidence based public health
practices. Utilizing public health networks and experts, OHPM recognizes great and pressing need for reforming
the Afghanistan health system to ensure access to the delivery of the best preventive measures and high quality
health services for all Afghans in an equitable manner.
OHPM is a member of the Alliance of Health Organizations (AHO) which is an umbrella organization for NGOs working
in the health sector in Afghanistan. The main objective of AHO is to advocate for the rights of communities to
health and educations as their basic human right.
OHPM currently has a staff of nearly 800 employees and approximately 2000 volunteers in Paktika, Khost, Farah,
Logar, and Kabul.

OHPM is working towards the realization of its vision through various strategic approaches that are
believed to be context-specific, technically sound and practically achievable. OHPM has a well-defined mission,
which will help the organization to realize its vision of A healthy and stable society of empowered communities
working together for attaining sustainable self-reliance and development. The three main strategic objectives of
OHPM outlined below are based on the striking needs of the mostly underprivileged communities in Afghanistan,
and at the same time, are in line with the overall developmental objectives of the government of Afghanistan.
1. To contribute to the achievement of lower maternal, under-five and infant mortality rates as targeted by the
government of Afghanistan.
2. To promote healthy behaviors and lifestyle among Afghan population through evidence based and culturally
tailored behavior changed communication programs.
3. To contribute to achievement of better standards of living for Afghans, as recommended by the millennium
declaration of the United Nations, which could be indicated by improvement in sociology-demographic indicators
4. To significantly improve the level of knowledge and skills of professional and common Afghans in matters
related to development of individuals and the community. OHPM aims to contribute to the sustainable development
of Afghanistan through provision of developmental and humanitarian services in public health, education,
agriculture and community development, youth development, emergency response sectors; and training and
capacity/skill building of Afghans both professionals and laypersons in various disciplines and skills.
OHPM is working mainly through 7 interrelated, yet distinct strategic approaches to reach to its objectives.
Designing and implementing community development and empowerment programs;
Providing primary, secondary and tertiary health services according to the standards of the Ministry of Public Health of the Islamic Republic of Afghanistan;
Conducting researches in the different academic and social areas;
Providing agricultural services and support by promoting improved seeds usage, storage and mechanized tools
Providing the ground for alternative livelihood to farmers in order to swap poppy cultivation to any other legal crop;
Maintaining and developing Rural Water & Sanitation environment;
Building capacities and skills of common Afghans and professional of different fields and sectors;
Providing on time response to the emergencies affecting communities through donor based funding;
Providing youth development and awareness programs and facilitate integration of youth returning to Afghanistan from other countries
It seeks sustainable solutions to long-term problems of poverty, with special emphasis on the needs of rural communities in mountainous, coastal and other resource poor areas across the country. Concentrating its efforts in health, education, agriculture, rural development and the strengthening of civil society sectors, OHPM approach is based on long-term commitment that is maintained even during political and social uncertainty.
Introduction of OHPM`s Management Team
Dr. Farhad Paiman: General Director.
Farhad Paiman is a medical doctor with a post graduate Masters Degree in Public Health and a current PhD
candidate. Dr. Paiman has ten years of working experience with both national and international organizations
such as Cure International, Department of Health and Human Services of the United States, Bakhtar
Development Network, and OHPM. Dr. Paiman founded OHPM in 2010. During his
career he has directly managed many projects under the MoPH stewardship including Basic Package of Health Services (BPHS),
Essential package of Hospital Services (EPHS), Community Midwifery Education program (CME) and Community
Health Nursing Education (CHNE) project. During his career Dr. Paiman has been a contributing member
of many working groups and committees assigned to develop different policies and strategies. As OHPMs
General Director, he is leading the organization and is in-charge of coordinating the relevant activities
of the organization, ensuring coordination with the different departments of OHPM, and further developing
the organizational capacity. He is also actively involved in interacting with donors relevant ministries,
establishing and maintaining overall external coordination of OHPM. Dr. Paiman is the Vice-President and
a member of the Executive Board of Afghanistan National Public Health Association (ANPHA), a representative
of the CSOs in the Global Funds Afghanistan Country Coordination Mechanism, and a founding member of the
Afghan Society Against Cancer (ASAC).
Dr. Masoud Sarwari: Deputy General Director.
Dr. Masoud Sarwari is a medical doctor with a Master degree in Public Health. Dr. Masoud has more than 6 years
of professional experience working with national organizations, directly managing health and development projects.
Dr. Sarwari is also the founding member of OHPM and has the membership of Afghanistan National Public Health
Association (ANPHA), Afghan Society Against Cancer (ASAC), Union of Afghanistan Youth (UAY). Moreover, he
has the membership of different professional taskforces and Working groups within and out of MoPH. Besides, he has
also attended in workshops and seminars of reviewing and developing the national policies and strategies of MoPH
and other donors. Dr. Masoud holds a volunteer position of coordinating activities of the Alliance of Health
organizations (AHO). Dr. Masood is also a member of the Country Coordination Mechanism CCM) of MoPH. Last but not
least, within OHPM structure, he is responsible for overseeing the programs of OPHM at national level with
a focus on health and research. Besides his MPH degree, he has received a number short-term professional
training sessions both inside and outside the country. He was also a member of the Afghan delegation to the
World Health Assembly 2013 in Geneva representing OHPM and other health NGOs.
